| (f) | The details to indicate efforts made by the public Authorities to administer and implement the spirit and intention of this Act: | With a view to administering and implementation the Act in true spirit, the following actions have been taken by RINL/VSP:- |
| 1) A letter to department of posts was sent on 2.01.2006 informing that RINL/VSP was interested in availing the services of ACPIOs for receiving RTI mails on behalf of VSP to facilitate access to the public living in remote villages in the country. | ||
| 2) A letter was sent to CIC on 28.01.2006 informing that RINL/VSP met the obligation listed in section 4(1) of the Right to Information Act, 2005. | ||
| 3) An office order was issued on 23.02.06 with the approval of the Competent Authority that all Nodal Officers nominated under the provisions of Right to information Act 2005 would obtain the clearance of not below the rank of E-8 before the information is furnished to CPIO to distinguish between HOD and appellate Authority, for dealing with requests for information. | ||
| 4) A circular was issued on 21.03.2006 with the approval of CMD that Functional Directors would act as Appellate Authorities. | ||
| 5) The requisite information relating to developments on Right to Information Act for the period up to31.012.05 was prepared and placed in VSP Website | ||
| 6) A letter to Deputy Director General (PG&QA), New Delhi was sent on 24.03.2006 forwarding full address of CPIO and 26 ACPIOs in respect of RINL/VSP. | ||
| (g) | Suitable suggestion for reform including those required for development, modernization, reform for the amendment of the Act or common law or any other matter relevant for operationalization the Right to access the Information: other | 1)In various discussions on provisions of the Act, apprehensions have been expressed that delinquent employees in the organization may use the provisions of the Act, to compel disclosure of information relating to annual confidential reports, proceedings of Departmental Promotion Committee etc,. which may cause difficulties for the Organization. |
| 2)It has also been expressed that some delinquent employees may misuse the provisions of the Act to obtain information relating to other employees for causing embarrassment/ discomfiture for them. This may bring in problem of inter-personnel relations with in the organization. | ||
| 3)Moreover, employees are governed under Service Rules of the organization, therefore , it may be considered whether some positive restrain can be introduced as rules under the Act so that the Act does not become a tool in the hands of such delinquent employees to serve own interests. |
